<<Bush refused to sign the Accords....>>

No, he tossed them in the trash. Good move.

<<Clinton negotiated what he would sign and the Senate did not pass it.....>>

Not one yes vote. Takes 60 to get it to the president. He had nothing to sign.

<<BTW, has the Cheney plan been enacted by Congress...???>>

The Bush/Cheney energy plan is from the administrative branch and doesn't have anything to do with Congress other than specific laws.

Yes clinton the feel good dufus negotiated and signed a treaty so all would love him in Europe. That treaty was rejected by 100% of the American Senators.

Stupid bill signed a treaty that 100% was rejected by the Senate. President GEORGE W. BUSH agreed with the Senate that clinton was a 100% IDIOT with clinton's Kyoto treaty.

100% of the Democrats voted Clinton's Kyoto folly down.... LOL Do any ever ask "what was clinton smoking?" when he negotiated a treaty that was 100% rejected by Democrats.
