At this stage I could support the use of military force to enforce a
clear mandate....

But I have never been prepared to support war without a clear
second UN resolution, without full international support.

Without a clear mandate I fear the consequences for
international peace and security are too dire to contemplate...

My opposition to pre-emptive military action is one of basic
morality and the fear of this on my conscience...
