One day soon China may 'preempt' Taiwan, North Korea may preempt South Korea, Pakistan may try to preempt India (or visa versa in Kashmir)... Turkey is getting ready to preempt the Kurds. Iran may have a few ideas of preempting some Shia areas close to them. Armenia would like to preempt Azerbajain. Cheknia has been actively trying to 'preempt' Russian attacks (or the other way around... depending upon how one looks at the history). Israel is preempting a lot, and it's neighbors would like to preempt some back.... I predict there will be a lot of 'preempting' in our futures.
