Kenny Lay hasn't even come close to being indicted.

So far as I'm aware, there has been no evidence on which basis to try Ken Lay. You can't indict people against whom you have no evidence. While Lay MAY have committed fraud, fraud is almost always exceptionally difficult to prove and if that is all they have, he may never be tried OR convicted. That said, I do believe there is an ongoing investigation.

You obviously are totally ignorant of the law.
