The history of the world is full of bureaucrats, who feel that inaction is the best policy. Bureaucrats, useless politicians and the peaceniks, prefer sitting on their hands, while brutal dictators, like Saddam, torture people.

Heaven forbid that someone would want to get rid of one of the world's worst thugs.
