You left off the part about the plant being a plain old chlorine and caustic soda plant. Neither chlorine nor caustic soda are in and of themselves weapons.

Chlorine is used in a number of innocent, even necessary, processes, such as disinfecting drinking water. Caustic soda is used in laundry, among other things. I've got a bottle of chlorine bleach and a box of caustic soda in my laundry room. Should we tell Hans Blix?

So the accusation is that a British company sold dual-use technology to Iraqis when it was not illegal.
