I have little to no information on Canadian criminal law. I have always just assumed it is similar to US law.

There's a difference between "tolerated" and "coddled and nurtured." Those without tolerance often don't see the distinction or see a slippery slope. If the intolerant would simply tolerate, that would obviate the potential slippery slope because the tolerant would not have to take affirmative steps to protect the "deviants" from the intolerant, thus giving the appearance of support and nurturing.
