Hey, it's not personal, it's Business! I am sure that some great Soldiers make it though the Military Personnel Department. The problem is figuring out who? The system is designed to promote the cautious Bureaucrat, and rewards PHD's in Education from some Podunk colleges as equal to a advanced Military History Degree from a good school. And you don't get stars without at least a Masters in something.

So when these guys hit Captain or Major and figure out they are going for the top, they pick out the easiest way possible to get an advanced Degree. Same ploy I saw my Schoolteacher Wife's friends play in California when you teach. They just go though the numbers so they can put the Degree on the Personnel form.

Until Vietnam, the system blew out a lot of deadwood in Battle. But starting with Vietnam, the "Ticket Punching" took over, and bad guys who were good "Horse Holders" and had "Command Presence" started getting all the top spots.

Our wars now are so short and intense that they are over before you find out who is good. I am probably being to negative on this subject, but, dammit, these people are not running the Health and Education Department, they are in the business of sending our soldiers into battle, and the best should be at the top.
