Churchill doesn't assert that in the early 20s Germany was able to do squat. He does assert, however, that in the early 20s Germany Seekct had written plans to develop an army exceeding the 100K limitation. His plans involved training an army of generals so that it could be filled out with grunts quickly (since generals take years of training and grunts only a year).

And just for the record, I too read the book on Churchill and saw the HBO film based on the book as well. As I understood it, Churchill believed Germany began its rearmament when Hilter took over in the early '30s and not in the early '20s as you suggest.

Again, perhaps you need to re-read it. The movies aren't always the best place to get your history.
