I said no such thing. I quoted from the article. By doing so, I noted that the program established in '96 provides that one approved use of the oil money received by Iraq is to pay for inspections. Thusly, since we've bought Iraqi oil since then, I went on to note that we've contributed to Iraqi funds that are supposed to go in part toward funding inspections(as I said, you can't then say we didn't help(try, at least) fund inspections via this route). Pardon me if I was unclear, but I certainly inferred nothing close to your suggestion.
