PARIS, March 10 — A war in Iraq will break up the international coalition against terrorism and help those who want to see a clash of civilisations and religions, French President Jacques Chirac said on Monday.

Chirac said in a joint interview with TF1 and France 2 television that a war, which he said Paris would vote against in the United Nations Security Council, could also increase tensions between Jews and Muslims in France.

''War can only lead to the development of terrorism,'' he said. ''The war will break up the international coalition against terrorism.''

In a war in Iraq, he added, ''the first victors will be those who want a clash of civilisations, cultures and religions.''

Chirac said France had already taken steps to protect itself against possible terror attacks. Interior Minister Nicolas Sarkozy said at the weekend his ministry had identified more than 2,000 Jewish and Muslim buildings to protect.

Sarkozy also said French and U.S. anti-terrorist officials were working closely with each other despite the differences their governments had about going to war in Iraq.
