We've been aware that Iraq has drones for quite awhile now. They've even declared them .....

cnn.com

The drone's wing span measures 7.45 meters (7.5 yards), according to the inspectors' report, and may be able to fly farther than 150 km (93 miles), which would violate U.N. rules. Iraq has declared two drones that could travel 100 km (62 miles).

If the existence of the drone program was significant enough to constitute a material breach, it would have been declared as such long ago. At any rate, Blix will be asked about it at the U.N. meeting this afternoon.
