Because very many dumb investors giddily threw some $55 billion into tech funds between October 1999 and March 2000, making the NASDAQ spike to its high. They began to smell the coffee the last year of the Clinton administration, causing the NASDAQ to begin its arduous decline to more realistic levels. What you are seeing now is more of the same-- frightened investors who have gotten whacked by unrealistic expectations. It is not a Bush phenomenon at all - not even in the least. 911 certainly added some momentum to the thing, but the physics of it were well in effect long before Bush came to office.
