Very poor logic that makes no sense. A Senator like any voter who does not vote leaves decisions to others. I don't have the right to vote in the Senate and thus even if present, I would not be part of the Senate. But a senator absent consents to the dictates of those present who do vote. He can chose to be part of the 100% or not.
