When things aren't going well at home:

Indonesia's President Sukarno started a war against the Dutch over the western half of Papua (New Guinea). This war diverted people's attention from the mess the economy was in. (I was working in Indonesia at the time.) Sukarno was so inept that even his supporters agreed he must go. After Suharto took over, Sukarno spent the rest of his days under house arrest at a pleasant estate in the hills south of Jakarta. Because he wasn't mentally capable of dealing with economic issues, he resorted to the sort of stuff that appeals to certain segments of society--and lost the whole nation as a result.

The president of Argentina, to divert attention from the economic mess of that country, invaded the Falkland Islands but lost badly because he never expected the British would fight. He not only lost the war but control over the government.

With the U.S. economy in a mess, Bush launches this great idea to retaliate against Iraq for 9-11. A few details are missing, like connecting Iraq to 9-11, but oh well, the average voter won't know the difference. Remains to be seen what the outcome will be, but if history repeats itself . . .
