I couldn't agree less.

Bush bluffed saying he wanted to see everyone's cards. Now he's delaying the vote, and negotiating language hoping to change the cards he claims he wanted to see.

That's weakness.

If they pull the resolution, he looks like fool. If he loses the vote outright and then goes to war we look like a pariah to the rest of the world.

A veto is a no vote by any permanent member of the council. So far Russia and France have said they'll vote no.
