So how do you explain the fact that the '91 recession was 3 times more severe than the 2000 recession?

How do you explain the fact that Clinton left Bush with low unemployment, low interest rates, low inflation, and a balanced budget (according to the CBO)?

Reagan left the first Bush with a much more screwed up economy than Clinton left this Bush.

The '91 recession was a breather from the major economic progress made during the Reagan years.
