No, what started it was Bush coming into power, refusing to placate NK then cutting off supplies promised and including them in his Axis Of Evil speech. You have to understand the NK psychology. To them, that speech declared war. Up until that time inspectos were in the nuke plant making sure nothing nasty was going on. Then NK kicked them out. Bushies underestimated the aggressiveness of this crazy but heavily-armed dictatorship. It was reckless and not very smart. We cannot afford a war with NK. Especially now.
