There is a theory (and at the time it was aired more than a few times by X-State dep. gurus on CNN) that US wanted Saddam to attack Kuwait so as to have good excuse to distroy his military machine. Certainly the way the Gulf war was conducted put a bigger emphasis on destruction of Saddam's troops than on freeing Kuwait. So it is possible that Glaspie just was handling Saddam as she was told to do.

I tend to think of posters as bodiless ghosts, just the words on the screen, nothing else, although of course there is flesh-and-blood out there somewhere.

And I make an effort, with partial success, to respond to the ideas not the person.
