Well, barring some very advanced quantum mechanics and some deeper Zen Buddhist views on nature of time, I see time to be continuous and believe in cause and effect, the former belonging to the past and the latter being the present situation we are dealing with.

I was also going to add that although one administration doesn't have a direct connection to the previous one, they are all part and parcel of the same culture and policy making machinery. But in case of GW and his administration there is more than casual "part and parcel" connection to Reagan and Bush Sr. administrations which is what my posts criticized. Most of them are exactly the same people. So I think my skepticism is justified.

For the record, if I actually believed everything that Bush says, then I would have agreed with at what he is doing (but not how he is doing it) and could even accept "preemption" IF the danger was truly imminent...but like I said, many in this administration are the same people who supported Saddam in the past and more importantly, not having seen a shift from immediate self-interest towards principle oriented culture, I can't bring myself to trust them.

Admittedly, changing cultures is hard to do, but it will never happen if it is not tried.
