Who are you talking about, Fred? Because I do not remember hearing Saddam declaring war on anyone in the decade or so that preceded Bush turning to him with the full intention of invasion some months ago.

How does the UN persuade Iraq to comply, especially to the Kurds?

We may answer better if you formulate your question a bit clearer - Are you talking about "Re: no more killing of Kurds in massive numbers" or perhaps "Re: autonomy to Kurds"?

Just this sentence from the UN Charter that you have posted should explain why the UN is reluctant to authorise the invasion of Iraq.
