North Korea is a like hungry tiger in a cage. It could if it wanted to, break open the cage. But if you feed it now and then it will just stay in the cage and growl hungrily. Sometimes it stick its paw out and scratches someone. But it wont do much more while in the cage.

Then Mister Axis Of Evil Bush comes along and sticks a sharp stick through the bars and pokes the tiger in the eye. Now the tiger is mad. It starts breaking open its cage. It cries out that it will stop breaking the cage if it's fed again. But if not it will kill someone even if it's killed in the process.

Bush ignores it and goes to fight Iraq and try to get re-elected. Meanwhile the tiger keeps breaking the cage.

Someday soon it might break free. If it does, Bush could kill it, but it might bite off Bush's arm or leg and kill many villagers in the process. Since Bush doesn't want that, he realizes what a foolish thing it was to poke it in the eye in the first place. Or maybe he doesn't realize it. Yet. But we realize it. At least we'd better. This tiger is a killer. Keep it in its cage.
