So why now, and why so urgent?

If you've got humanitarian motives, why not go to where there are problems now? Like, finish sorting out and building democracy in Afghanistan, or save the lives of millions in the Congo - now?

Give Saddam over to the International Criminal Court, which is set up specifically as a supra-national court for trying dictators, and punishing genocide... oops, is that a sore spot?
