Bush's tax cuts are HUGE budget busters. If you make 1 million a year you get $90,000 back plus you get your estate tax-free to pass along to your idle rich heirs. 25% get $1,100 and 50% get $110. So the consumer DOES get a measly amount almost worthless for stimulus, but the rich get a new Ferrari. Worse, Bush in increasing spending and promising voters the moon (his last State Of Union speech) including almost every program under the sun. Anything to win re-election. So spending goes up and revenues go WAY down. No way to run a tight ship. Oh yeah, and the war costs, dividend tax cuts, corporate welfare, few capital gains with a tumbling market and soft on tax big-time evaders.
