If someone started wearing one and said that's what he meant when he wore it, what would you say?

1. "You're living dangerously. Someone may well see that, and choose to blow your brains out because of what it means to THEM".

2. "You're in America. You have the right to say any damned thing you'd like to, and that includes displaying a swastika, or for that matter, a confederate flag."

Not much. In Korea (and Japan and maybe China as well), signs pointing the way to Buddhist temples have swastikas.

Actually, I'd tell the person that it isn't very wise to display the symbol in America. Most Americans don't understand that the swastika has another meaning besides Nazism.
