Sam-- You are correct that stopping genocide is difficult. I don't think the examples you gave distinguish between genocide and individual crimes, but that is incidental.

The issue is whether we SHOULD stop genocide, not that it is difficult. It is difficult to stop disease, it is difficult to apprehend criminals, it is difficult to educate people, it is difficult to farm the land. IMO, we must prevent, stop, and punish genocide.

So far, no one in the UN said that the UN doesn't have either the right or the might to stop genocide. The issue is whether they have the will to stop genocide. The UN, tragically, has failed.
