There is a point of decision, we cannot keep up such a mobilization indefinitely in hope of putting sufficient pressure on Saddam Hussein to cooperate with the inspectors, which he will assuredly not do if there is not threat to worry him. On the other hand, his general uncooperativeness and deviousness is a clear signal that he retains malevolent intentions, and is biding his time. Absent a definite timetable or assessment of his capabilities, we cannot afford to wait to be surprised by how advanced his programs may be.......
