According to the constitution, the state legislature has an absolute right to make the rules selecting electors, which include limiting the contest period in order to take advantage of the "safe harbor" provision that would put one's slate beyond challenge. The USSC deferred to the Florida state legislature once it had determined that the equity issues could not be resolved in time to use the "safe harbor", and called a halt to the recount, which was, by the way, not mandated by the state legislature, but by the state supreme court. The decision was impeccable......
