I think it's several things

I've heard people in other countries say, yes 9/11 was terrible, but now you know what it's like - so some of it is, it's about time we're getting some well deserved trouble [USA, power, wealth envy]

another thing is I think, when Saddam does again go aggressive, they know they can call on us, depend on us, to intervene [like being irresponsible and expecting you big sibling or parent to come to your rescue]

and yes, with Germany, France and Russia, money dealings with Iraq as it is now, is the issue - unfortunately that has little foresight
