It's a decent H&S. The neckline is about 30, and the measured move would be 30*(30/55) or about 16. All measurements are best done on log charts to be safe. Only when the moves are small relative to the absolute price can you use arithmetic approaches.

That said, the left shoulder took a loooooooooong time to build, and symmetry would mean it would take a long time to break the right shoulder decisively. Not saying it'll take that long, but it would make for a symmetrical pattern.

Besides, they're at book value. Gotta be a strong buy. I hear this financial insurance stuff has been a real moneymaker the past ten years or so...
