llmarinen, Anything that adds cost is avoided. 3M wants a huge amount for their patented marker tech. That makes it too costly for low cost fertilizer based explosives. Once their patents expire low cost unique batch taggants will arrive. Bulk taggants are here now and a small amount of a volatile material that shows up on detectors but does not smell to you or me is added to fertilizer at the factory now. You then have a sniffer made for that volatile material and you sniff vehicles, etc.
Of course, Saddam makes his own fertilizer, so he will not tag it, so he may have a few ships full of 20,000 tons of ANFO waiting to dock?
