Party time, Well, he did use his scuds with explosive and only the Israeli promise of a nuke exchange if he sent gas or germs into Israel stopped him. In addition, those weapons are area attack weapons for excursions into other peoples territory and were not suitable to use against coalition troops who were point attackers inside Iraq. The war was not prosecuted to it's conclusion the first time....leading to a second time.
