The version I read was that she was to be returned to her point of origin in India but she managed to get out in Kuwait and call Canadian embassy. Either way it is not a major change in the story. The bigger issue is to what extent this is a reflection of government attitude towards (for lack of better term) none-white-none-oriental-asians (ok Muslims if you prefer but others have been caught in the cross hairs too).

In my opinion, lower ranks always have a good feel for the upper level wants. Sometimes they implement and act on that information in a way that is not acceptable to the upper levels. But rarely are they wrong about the attitudes. In virtually every corporation that I have been to, the upper management has done more than just make high level business decisions. They have set the morals and the attitudes of the employees which in turn has affected how the employees have carried out their jobs. So I don't buy the argument that this was not a reflection of government position.
