You are nit picking and you have no reason to believe when the directive was taken back. I can't think of where I heard this, but I think it was a few years into Viet Nam that this policy was canned. Do you have any proof to the contrary? Why don't you look at what the US was really like before the civil rights gains of the 60s and tell me how likely it is that the policy was canned on its own before then.
