Several states, like South Africa, Brazil, and Argentina, I believe, have divested themselves of their nuclear programs. The net number of nukes is less than it was a dozen years ago......

Nonsense. Pakistan nukes are to balance india who obtained nukes to balance china. Israel saw this all coming and realized they needed their own deterrent. They would give it up in a heartbeat along with your ill worded "policy of colonization" crack if the arabs would choose to live in peace. Once there is security, no need for nukes. Pakistan would give it up to if india did and i suspect india would if it got certain guarantees from china and/or US(vis a vis china). mike
