Because it isn't and hasn't been in the US. It has jumped from Africa to South America just like the mean African bees that have now spread to the US.

Predictions are a rust outbreak could cost the US 60 billion bushels of beans in one year. That's 3,600,000,000,000 pounds of beans. Tofu would cost more than gold.
