Its weak becuase it argues that past behavior is not changeable and therefore, the nation warrants a preemptive strike.
Have you not noticed that the ONLY thing that seems to make Saddam adhere to the cease fire agreement is threat of imminent force?

Otherewise, he ditches, dodges, evades, lies, and obfuscates.

However, as Tim pointed out, the main support behind Bush's current argument to strike now is that Iraq has violated the ceasefire agreement. Using their past behavior as motivation has become less important.
Has it? One of the most telling criticism of the inter-war behavior of Britain and France was that they were so afraid of war that they WOULD NOT enforce the terms of the Versailles Treaty no matter what Germany did.
