There is no overriding a UN SC veto. If its 14 to 1 in favor and the 1 is one of the veto powers then the resolution is defeated.

The best we can hope for is that France will recuse itself (effectively, by abstaining). Apparently, their conflicts are substantial. I believe the tide may be turning a bit, and people are starting to recognize that the French are really acting, not out of concern for Iraq, but out of concern for their own asses.

I believe the French are clearly on the wrong side of this issue, and at least in the US, people have begun to understand it.
