9:40AM Foundry Ntwks started with Reduce at UBS; $6 target (FDRY) 8.09 -0.13: UBS notes that stock currently trades at a steep P/E premium to Cisco which firm does not believe is justified given Foundry's lower market share and revenue growth prospects. Firm's 12-month price target is $6.00

9:28AM Semtech power management chip to support AMD next gen processors (SMTC) 15.69: Semtech announced it would be supplying power management chips for AMD's next generation 64-bit processors. These chips will be included in AMD's PC and server markets.

9:24AM Silicon Labs: cautious comments from Legg Mason (SLAB) 28.50: Legg Mason says that although SLAB was up 9.7% yesterday, partially on speculation of an impending introduction of CMOS PA, firm does not expect the introduction of such a product to have a dramatic impact in the marketplace in the near-term; with a Q2 introduction of a discrete CMOS PA, the horizon for a truly competitive product introduction from SLAB will likely be pushed out into at least 2004, and during this time intense pricing pressure will continue to erode the apparent price benefit of CMOS over current PA process technologies to the point where the advantage becomes negligible.

9:01AM Oracle cut to Neutral at Fulcrum (ORCL) 11.90: Fulcrum downgrades to Neutral from Buy, saying they believe Q4 guidance will be more conservative than expected due to the following factors: 1) believes that schizophrenic customer spending behavior in Q3 will likely result in YoY database growth below firm's est of 5%, or $658 mln; 2) believes aggressive cost-cutting initiatives will likely impede sales productivity in future qtrs; and 3) believes there are more "nice-to-have" than "must-have" customer projects in the pipeline, which will reduce ORCL's ability to accurately forecast closure rates. Firm also says that valuation is rich at current levels.

8:09AM Andrew Corp cuts Q2 outlook; hurt by weak capex and 3G delay (ANDW) 7.82: Designer of wireless telecom equipment reduces Q2 forecast to a loss of $0.03-$0.06 vs previous profit est of $0.01-$0.04 (Multex consensus +$0.04). ANDW reduces sales outlook to $190-$200 mln from $230-$250 mln. "We planned for capital expenditure levels to decline in 2003 up to 10%. It now appears that expenditures are declining at a greater rate than we anticipated." Co says timing remains uncertain due to overall restraint by operators and the continued delay of 3G deployment.

7:27AM Corning upgraded at UBS (GLW) 5.70: UBS Warburg upgrades to Buy from Neutral based on their growing appreciation of the strength of the co's LCD biz as well as their view that mkt fundamentals are stabilizing for their fiber biz; raises 2003 est to $0.01 from $0.00 and 2004 to $0.20 from $0.18 (both above consensus), and raises price target to $7 from $5.60.

This probably goes without saying but along with having a PnF buy signal a stock must also be a member of the index covered by the BP. For instance BPNDX covers the Nasdaq 100 etc.
