Iraq has no doubt hidden away a few SCUDs....and SCUDS can easily hit Israel....with explosive or CW or BW payloads....

The CIA has been photographing the area way too much. Any group of soldiers, especially with a truck, is a prime candidate for a surprise inspection. The jig would be up if a SCUD turned up. The inspections work.
