local tax incr ? Lizzie, have you heard of the stock mkt / vent capital bubble of the 1990s ? Frank Quattrone, Sandy Weil, Bill Gates, any of these phony "seers" ring a bell ? The foundation for the excesses were laid in the mid and late 1990's. The Telco Dereg act of 1995 was pushed by Ed Markey, D Mass. This led to the telco acquis boom and the WCOMs and GBX's of the world. Not to mention the annoying telemarketers calling at dinertime to try to get you to switch phone service.
