That isn't as bad as it may sound. Anthrax naturally occurs in soil throughout the world. The only thing that they need to do is to make sure that it isn't left on the surface when winds could make it airborn. So pour the liquid (the Iraqi form) into the ground and put a foot of cap soil on it - problem solved.
