I'm not saying that. Dialogue is likely, imo, to have more substance when you're talking to a representative government than a dictatorship. It's no skin of a dictator's back to tell lies, ie Saddam agreed 12 years ago to destroy his WMDs. Whereas an elected official must watch what he or she says, must be responsive to the electorate. I'm suprised that you are unable to see the advantages of negotiating with a democratically elected government when it comes to convincing it to agree to the wishes of an international community as opposed to negotiating with a dictatorship.
