And we've put economic pressure on them that encourages them to sell WMD. [Still can't believe we did that.]

My personal favourite is preventing their fuel oil shipments, thereby giving them the excuse to restart their nuclear power plants - "What should we do? Freeze... in the dark?"

All one has to count on is what is plausible to Saddam. From that perspective, gaining control of the Arabian oil fields and leadership of the Arab states would alter the balance of power plenty, and WMDs are the key to achieving those goals.

North Korea is not as much of a risk. Pyongyang will be annihilated, very likely, if it actually uses a bomb. Yes, it sells things it should not, given the chance. But it is very isolated, and hungry for economic improvement, so we have some leverage in the long run. Still, I would not be surprised if there were an "action" against their nuclear facilities....
