It's all there in UNSC 678.... Go look it up if you don't believe me...

And it's NEVER been rescinded, despite the fact that Saddam has violated the terms of the cease fire, and thus created the justification for re-imposing the language of 678 (which even 1441 recognizes).

From 1441:

“Recalling that its resolution 678 (1990) authorized Member States to use all necessary means to uphold and implement its resolution 660 (1990) of 2 August 1990 and all relevant resolutions subsequent to resolution 660 (1990) and to restore international peace and security in the area,

This resolution was passed by a 15-0 vote Zonder... Meaning that 15 members of the UNSC all acknowlege the language, and more importantly, the intent, of 678 and 660.
