It gets them free of the threat of a prosperous population right next door to their starving and impoverished one. They have absolutely no means to provide themselves with any kind of a economic miracle. And they know that. If they, the leadership of NK, want to maintain control of their situation, they have no option other than repression and force. They (the existing leaders, I want to be totally clear about that) are not going to be able to transform peacefully and still retain absolute power. It's all or nothing for them.
