Hopefully, the President of the United States at this hypothetical time would have more brains than yourself and/or would have studied past 7th grade, or AT LEAST have watched "Deep Impact" and would know that a meteor large enough to destroy all of France would kill pretty much all life on earth. So the answer to your question is: If he is not a complete moron, he will try his best to prevent the meteor from hitting France.
