This is what the UN is about:

Art 2(3) "All Members shall settle their international disputes by peaceful means in such a manner that international peace and security, and justice, are not endangered."

Art 2(4) "All Members shall refrain in their international relations from the threat or use of force against the territorial integrity or political independence of any state, or in any other manner inconsistent with the Purposes of the United Nations."

Art 2(4) prohibits the threat or use of force against any other state. The US has signed up to this, therefore the US has voluntarily agreed not to threaten or use force against any other state.

Art 33 requires members to resolve disputes by peaceful means and Art 37 requires them to refer such disputes to the UN Security Council where they fail to do so. The US has also voluntarily agreed to this.

Someone is not doing what they are supposed to, and it ain't the UN.
