Also could be CIA doesn't want a war, and intentionally feed the administration with fake documents.

Mish, The CIA probably couldn't reveal the documents as forgeries as it is likely that either they or MI5 (or is it MI6 overseas?) are the forgers. BTW, both the CIA and British Intelligence have a low opinion of the Busheviks and will embarrass them when they can.
