It is a fallacious supposition to equate enforcing resolutions with starting a war. The UN inspectors will not hesitate to call for a war if one is required. That call will then be subject to the democratic process of a vote which the White House appears to have abandoned.
As a supposed defender of democracy, shrubbie has his head where nothing shines.
